Section 1005 is amended by adding at the end the following: Except as otherwise provided by any collective bargaining agreement entered into under chapter 12, the provisions of subchapter I of chapter 35 of title 5 and the regulations implementing such subchapter, shall apply to employees of the Postal Service who hold positions that are within bargaining units under section 1202. Before using the authority provided in paragraph (1), the Postal Service shall demonstrate to the Office of Personnel Management how it will comply with section 3502(a)(4) of title 5. .
