Section 3622 is amended— in subsection (c)— in paragraph (13), by striking and at the end; by redesignating paragraph
(14)as paragraph (15); and by inserting after paragraph
(13)the following: the value to the Postal Service of having pricing flexibility that would apply a price cap across all classes of market dominant products in comparison to a class-based price cap; and ; and in subsection (d)(3), by striking Ten and inserting Seven .
