Section 309(a) of the Federal Election Campaign Act of 1971 ( 2 U.S.C. 437g(a) ) is amended by adding at the end the following new paragraph: Upon receipt in the General Fund of the Treasury of any payment attributable to a civil money penalty imposed under this subsection, there shall be transferred to the Fair Elections Fund established under section 531 an amount equal to 50 percent of the amount of such payment. .
