Section 16(a) of the Critical Agricultural Materials Act (7 U.S.C. 178n(a)) is amended— by striking such sums as are necessary ; and by striking Act and all that follows and inserting the following: Act— such sums as are necessary for each of fiscal years 1991 through 2013; and $2,000,000 for each of fiscal years 2014 through 2018. .
