Section 25 of the Food and Nutrition Act of 2008 ( 7 U.S.C. 2034 ) is amended— in subsection (a)— in paragraph (1)(B)— in clause (i)— in subclause (I), by inserting after individuals the following: through food distribution, community outreach to assist in participation in Federally assisted nutrition programs, or improving access to food as part of a comprehensive service; ; and in subclause (III), by inserting food access, after food, ; and in clause (ii), by striking subclause
(I)and inserting the following: equipment necessary for the efficient operation of a project; ; and by striking paragraphs
(2)and
(3)and inserting the following: The term gleaner means an entity that— collects edible, surplus food that would be thrown away and distributes the food to agencies or nonprofit organizations that feed the hungry; or harvests for free distribution to the needy, or for donation to agencies or nonprofit organizations for ultimate distribution to the needy, an agricultural crop that has been donated by the owner of the crop. The term hunger-free communities goal means any of the 14 goals described in House Concurrent Resolution 302, 102nd Congress, agreed to October 5, 1992. ; in subsection (b)(2)— in subparagraph (A), by striking and at the end; in subparagraph (B), by striking fiscal year 2008 and each fiscal year thereafter. and inserting the following: “each of fiscal years 2008 through 2014; and $9,000,000 for fiscal year 2015 and each fiscal year thereafter. ; in subsection (c)— in the matter preceding paragraph (1), by striking private nonprofit entity and inserting public food program service provider, a tribal organization, or a private nonprofit entity, including gleaners, ; in paragraph (1)— in subparagraph (A), by striking or after the semicolon at the end; in subparagraph (B), by inserting or after the semicolon at the end; and by adding at the end the following: efforts to reduce food insecurity in the community, including food distribution, improving access to services, or coordinating services and programs; ; in paragraph (2), by striking and after the semicolon at the end; in paragraph (3), by striking the period at the end and inserting ; and ; and by adding at the end the following: collaborate with 1 or more local partner organizations to achieve at least 1 hunger-free communities goal. ; in subsection (d)— in paragraph (3), by striking or after the semicolon at the end; in paragraph (4), by striking the period at the end and inserting ; or ; and by adding at the end the following: develop new resources and strategies to help reduce food insecurity in the community and prevent food insecurity in the future by— developing creative food resources; coordinating food services with park and recreation programs and other community-based outlets to reduce barriers to access; or creating nutrition education programs for at- risk populations to enhance food-purchasing and food- preparation skills and to heighten awareness of the connection between diet and health. ; in subsection (f)(2), by striking 3 years and inserting 5 years ; and by striking subsections
(h)and
(i)and inserting the following: Not later than September 30, 2014, and each year thereafter, the Secretary shall submit to Congress a report that describes each grant made under this section, including— a description of any activity funded; the degree of success of each activity funded in achieving hunger-free community goals; and the degree of success in improving the long-term capacity of a community to address food and agriculture problems related to hunger or access to healthy food. .
