(2)as paragraph (1); in paragraph
(1)(as so redesignated)— in the heading, by striking and inserting Discretionary funding ; and Fiscal years 2009 through 2013 by striking In addition to any other funds made available to carry out this section, there and inserting There ; and by inserting after paragraph
(1)(as so redesignated) the following new paragraph: There are authorized to be appropriated to carry out this section $50,000,000 for each of fiscal years 2014 through 2018. .
