Section 7405 of the Farm Security and Rural Investment Act of 2002 ( 7 U.S.C. 3319f ) is amended— in subsection (c)— in paragraph (1), by striking subparagraphs
(A)through
(R)and inserting the following new subparagraphs: basic livestock, forest management, and crop farming practices; innovative farm, ranch, and private, nonindustrial forest land transfer strategies; entrepreneurship and business training; financial and risk management training (including the acquisition and management of agricultural credit); natural resource management and planning; diversification and marketing strategies; curriculum development; mentoring, apprenticeships, and internships; resources and referral; farm financial benchmarking; assisting beginning farmers or ranchers in acquiring land from retiring farmers and ranchers; agricultural rehabilitation and vocational training for veterans; and other similar subject areas of use to beginning farmers or ranchers. ; in paragraph (7), by striking and community-based organizations and inserting , community-based organizations, and school-based agricultural educational organizations ; by striking paragraph
(8)and inserting the following new paragraph: Not less than 5 percent of the funds used to carry out this subsection for a fiscal year shall be used to support programs and services that address the needs of military veteran beginning farmers and ranchers. A recipient of a grant under this section using the grant as described in subparagraph
(A)may coordinate with a recipient of a grant under section 1680 of the Food, Agriculture, Conservation, and Trade Act of 1990 ( 7 U.S.C. 5933 ) in addressing the needs of military veteran beginning farmers and ranchers with disabilities. ; and by adding at the end the following new paragraph: A recipient of a grant under this section may not use more than 10 percent of the funds provided by the grant for the indirect costs of carrying out the initiatives described in paragraph (1). ; in subsection (h)(1)— in the paragraph heading, by striking and inserting 2012 ; 2018 in subparagraph (A), by striking and at the end; in subparagraph (B), by striking the period at the end and inserting ; and ; and by adding at the end the following new subparagraph: $20,000,000 for each of fiscal years 2014 through 2018, to remain available until expended. ; and in subsection (h)(2)— in the paragraph heading, by striking and inserting 2008 through 2012 ; and 2014 through 2018 by striking 2008 through 2012 and inserting 2014 through 2018 .
