Sec. 7405. Competitive, Special, and Facilities Research Grant Act

Subsection (b)(11)(A) of the Competitive, Special, and Facilities Research Grant Act ( 7 U.S.C. 450i(b)(11)(A) ) is amended in the matter preceding clause
(i)by striking 2012 and inserting 2018 . Subsection (b)(2) of the Competitive, Special, and Facilities Research Grant Act ( 7 U.S.C. 450i(b)(2) ) is amended— in subparagraph (A)— in clause (vi), by striking and at the end; in clause (vii), by striking the period at the end and inserting ; and ; and by adding at the end the following new clause: plant-based foods that are major sources of nutrients of concern (as determined by the Secretary). ; in subparagraph (B)— in clause (vii), by striking and at the end; in clause (viii), by striking the period at the end and inserting a semicolon; and by adding at the end the following new clauses: the research and development of surveillance methods, vaccines, vaccination delivery systems, or diagnostic tests for pests and diseases (especially zoonotic diseases) in wildlife reservoirs presenting a potential concern to public health or domestic livestock and pests and diseases in minor species (including deer, elk, and bison); and the identification of animal drug needs and the generation and dissemination of data for safe and effective therapeutic applications of animal drugs for minor species and minor uses of such drugs in major species. ; in subparagraph (C)— in clause (ii), by inserting before the semicolon , including the effects of plant-based foods that are major sources of nutrients of concern on diet and health ; in clause (iii), by inserting before the semicolon , including plant-based foods that are major sources of nutrients of concern ; in clause (iv), by inserting before the semicolon , including postharvest practices conducted with respect to plant-based foods that are major sources of nutrients of concern ; and in clause (v), by inserting before the period , including improving the functionality of plant-based foods that are major sources of nutrients of concern ; in subparagraph (D)— by redesignating clauses (iv), (v), and
(vi)as clauses (v), (vi), and (vii), respectively; and by inserting after clause
(iii)the following new clause: the effectiveness of conservation practices and technologies designed to address nutrient losses and improve water quality; ; and in subparagraph (F)— in the matter preceding clause (i), by inserting economics, after trade, ; by redesignating clauses
(v)and
(vi)as clauses
(vi)and (vii), respectively; and by inserting after clause
(iv)the following new clause: the economic costs, benefits, and viability of producers adopting conservation practices and technologies designed to improve water quality; . Subsection (b)(4) of the Competitive, Special, and Facilities Research Grant Act ( 7 U.S.C. 450i(b)(4) ) is amended— in subparagraph (D), by striking and at the end; in subparagraph (E), by striking the period at the end and inserting ; and ; and by adding at the end the following new subparagraph: establish procedures under which a commodity board established under a commodity promotion law (as such term is defined under section 501(a) of the Federal Agriculture Improvement and Reform Act of 1996 ( 7 U.S.C. 7401(a) )) or a State commodity board (or other equivalent State entity) may directly submit to the Secretary proposals for requests for applications to specifically address particular issues related to the priority areas specified in paragraph (2). . Subsection (b)(6) of the Competitive, Special, and Facilities Research Grant Act ( 7 U.S.C. 450i(b)(6) ) is amended— in subparagraph (C), by striking and at the end; in subparagraph (D), by striking the period at the end and inserting ; and ; and by adding at the end the following new subparagraph: to eligible entities to carry out the specific research proposals submitted under procedures established under paragraph (4)(F). . Subsection (b)(7)(G) of the Competitive, Special, and Facilities Research Grant Act ( 7 U.S.C. 450i(b)(7)(G) ) is amended by striking or corporations and inserting , foundations, or corporations . Subsection
(e)of the Competitive, Special, and Facilities Research Grant Act ( 7 U.S.C. 450i(e) ) is amended— in paragraph (1)(A), by striking minor use pesticides and inserting pesticides for minor agricultural use and for use on specialty crops (as defined in section 3 of the Specialty Crop Competitiveness Act of 2004 ( ; and 7 U.S.C. 1621 note)), in paragraph (4)— in subparagraph (A), by inserting and for use on specialty crops after minor agricultural use ; in subparagraph (B), by striking and at the end; by redesignating subparagraph
(C)as subparagraph (G); and by inserting after subparagraph
(B)the following new subparagraphs: prioritize potential pest management technology for minor agricultural use and for use on specialty crops; conduct research to develop the data necessary to facilitate pesticide registrations, reregistrations, and associated tolerances; assist in removing trade barriers caused by residues of pesticides registered for minor agricultural use and for use on domestically grown specialty crops; assist in the registration and reregistration of pest management technologies for minor agricultural use and for use on specialty crops; and . The Competitive, Special, and Facilities Research Grant Act ( 7 U.S.C. 450i ) is amended by striking subsection (k).
