Section 412 of the Agricultural Research, Extension, and Education Reform Act of 1998 ( 7 U.S.C. 7632 ) is amended— in subsection (b)— in paragraph (1), by striking and genomics and inserting genomics, and other methods ; and in paragraph (3), by inserting handling and processing, after production efficiency, ; by striking subsection
(d)and inserting the following new subsection: In carrying out this section, the Secretary shall award competitive grants on the basis of— an initial scientific peer review conducted by a panel of subject matter experts from Federal agencies, non-Federal entities, and the specialty crop industry; and a final funding determination made by the Secretary based on a review and ranking for merit, relevance, and impact conducted by a panel of specialty crop industry representatives for the specific specialty crop. ; and in subsection (h)— in paragraph (1)— by striking and inserting the following: Of the funds
(1)Mandatory funding for fiscal years 2008 through 2012.— Of the funds ; and by adding at the end the following new subparagraph: Of the funds of the Commodity Credit Corporation, the Secretary shall make available to carry out this section— $50,000,000 for fiscal years 2014 and 2015; $55,000,000 for fiscal years 2016 and 2017; and $65,000,000 for fiscal year 2018 and each fiscal year thereafter. ; and in paragraph (2)— in the heading, by striking and inserting 2008 Through 2012 ; and 2014 Through 2018 by striking 2008 through 2012 and inserting 2014 through 2018 .
