Section 1672 of the Food, Agriculture, Conservation, and Trade Act of 1990 ( 7 U.S.C. 5925 ) is amended— in the first sentence of subsection (a), by striking subsections
(e)through
(i)and inserting subsections (e), (f), and
(g); in subsection (b)(2), in the first sentence, by striking subsections
(e)through
(i)and inserting ; subsections (e), (f), and
(g)by striking subsections (e), (f), and (i); by redesignating subsections (g), (h), and
(j)as subsections (e), (f), and (h), respectively; in subsection
(f)(as redesignated by paragraph (4))— by striking 2012 each place it appears in paragraphs (1)(B), (2)(B), and
(3)and inserting 2018 ; and in paragraph (4)— in subparagraph (A), by inserting and honey bee health disorders after collapse ; and in subparagraph (B), by inserting , including best management practices after strategies ; by inserting after subsection
(f)(as redesignated by paragraph (4)) the following new subsection: The Secretary shall establish a coffee plant health initiative to address the critical needs of the coffee industry by— developing and disseminating science-based tools and treatments to combat the coffee berry borer ( Hypothenemus hampei ); and establishing an area-wide integrated pest management program in areas affected by, or areas at risk of, being affected by the coffee berry borer. The Secretary may carry out the coffee plant health initiative through— Federal agencies, including the Agricultural Research Service and the National Institute of Food and Agriculture; National Laboratories; institutions of higher education; research institutions or organizations; private organizations or corporations; State agricultural experiment stations; individuals; or groups consisting of 2 or more entities or individuals described in subparagraphs
(A)through (G). In carrying out this subsection, the Secretary shall— enter into cooperative agreements with eligible entities, as appropriate; and award grants on a competitive basis. There is authorized to be appropriated to carry out this subsection $2,000,000 for each of fiscal years 2014 through 2018. ; and in subsection
(h)(as redesignated by paragraph (4)), by striking 2012 and inserting 2018 .
