Section 1475(b) of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 ( 7 U.S.C. 3322(b) ) is amended in the matter preceding paragraph (1), by inserting competitive before grants . Section 1477 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 ( 7 U.S.C. 3324 ) is amended to read as follows: There are authorized to be appropriated to carry out this subtitle— $7,500,000 for each of fiscal years 1991 through 2013; and $5,000,000 for each of fiscal years 2014 through 2018. Funds made available under this section may not be used to acquire or construct a building. .
