Section 1419A of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 ( 7 U.S.C. 3155 ) is amended— in the section heading, by inserting before Agricultural and food ; policy in subsection (a), in the matter preceding paragraph (1)— by striking Secretary may and inserting Secretary shall, acting through the Office of the Chief Economist, ; by striking make grants, competitive grants, and special research grants to, and enter into cooperative agreements and other contracting instruments with, and inserting make competitive grants to, or enter into cooperative agreements with, ; and by inserting with a history of providing unbiased, nonpartisan economic analysis to Congress after subsection
(b); in subsection (b), by striking other research institutions and all that follows through shall be eligible and inserting and other public research institutions and organizations shall be eligible ; by redesignating subsections
(c)and
(d)as subsections
(d)and (e), respectively; by inserting after subsection (b), the following new subsection: In awarding grants under this section, the Secretary shall give a preference to policy research centers that have extensive databases, models, and demonstrated experience in providing Congress with agricultural market projections, rural development analysis, agricultural policy analysis, and baseline projections at the farm, multiregional, national, and international levels. ; and by striking subsection
(e)(as redesignated by paragraph (4)) and inserting the following new subsection: There are authorized to be appropriated to carry out this section— such sums as are necessary for each of fiscal years 1996 through 2013; and $5,000,000 for each of fiscal years 2014 through 2018. .
