Section 18(c) of the Rural Electrification Act of 1936 ( 7 U.S.C. 918(c) ) is amended— in paragraph (1), by striking Rural Electrification Administration each place it appears and inserting Rural Utilities Service ; and in paragraph (4)— in the paragraph heading, by inserting before cooperative ; and agreements by inserting after the 1st sentence the following: A contract funded by a borrower that is to be paid for out of the general funds of the borrower is not a public contract within the meaning of title 41, United States Code. .
