Section 4402 of the Farm Security and Rural Investment Act of 2002 ( 7 U.S.C. 3007 ) is amended— in the section heading by striking ; Seniors by amending subsection
(a)to read as follows: Of the funds of the Commodity Credit Corporation, the Secretary of Agriculture shall use to carry out and expand the farmers market nutrition program $20,600,000 for each of fiscal years 2014 through 2016. There is authorized to be appropriated such sums as are necessary to carry out this subsection for each of the fiscal years specified in paragraph (1). Not less than 50 percent of the funds made available to carry out this section in any fiscal year shall be used to provide assistance to seniors. ; in subsection (b)— in the matter preceding paragraph (1), by striking seniors ; and in paragraph
(1)by inserting , and low-income families who are determined to be at nutritional risk after low-income seniors ; in subsection
(c)by striking seniors ; in subsection
(d)by striking seniors ; in subsection
(e)by striking seniors ; by redesignating subsections (c), (d), (e), and
(f)as subsections (d), (e), (f), and (g), respectively; and by inserting after subsection
(b)the following: The Secretary shall carry out the Program through grants and other assistance provided in accordance with agreements made with States, for implementation through State agencies and local agencies, that include provisions— for the issuance of coupons or vouchers to participating individuals; establishing an appropriate annual percentage limitation on the use of funds for administrative costs; and specifying other terms and conditions as the Secretary deems appropriate to encourage expanding the participation of small scale farmers in Federal nutrition programs. .
