Section 1243 of the Food Security Act of 1985 ( 16 U.S.C. 3843 ) is repealed. The amendment made by this section shall not affect the validity or terms of any contract entered into by the Secretary of Agriculture under section 1243 of the Food Security Act of 1985 ( 16 U.S.C. 3843 ) before October 1, 2013, or any payments required to be made in connection with the contract. The Secretary may use funds made available to carry out the regional conservation partnership program under subtitle I of title XII of the Food Security Act of 1985, as added by section 2401 of this Act, to continue to carry out contracts referred to in paragraph
(1)using the provisions of law and regulation applicable to such contracts as they existed on September 30, 2013. The amendment made by this section shall take effect on October 1, 2013.
