Not later than 90 days after the date of enactment of this Act, the Secretary shall submit to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate a report containing the results of a review and analysis of each of the programs administered by the Secretary that pertain to the conservation of the lesser prairie-chicken, including the conservation reserve program, the environmental quality incentives program, the wildlife habitat incentive program, and the Lesser Prairie-Chicken Initiative.
The Secretary shall include in the report required by this section, at a minimum— with respect to each program described in subsection
(a)as it relates to the conservation of the lesser prairie-chicken, findings regarding— the cost of the program to the Federal Government, impacted State governments, and the private sector; the conservation effectiveness of the program; and the cost-effectiveness of the program; and a ranking of the programs described in subsection
(a)based on their relative cost-effectiveness.
