Funds appropriated or limited in this Act shall be subject to the terms and conditions stipulated in section 350 of Public Law 107–87 and section 6901 of Public Law 110–28 . For expenses necessary to discharge the functions of the Secretary, with respect to traffic and highway safety authorized under chapter 301 and part C of subtitle VI of title 49, United States Code, $117,000,000, of which $20,000,000 shall remain available until September 30, 2015. For payment of obligations incurred in carrying out the provisions of 23 U.S.C. 403 , and chapter 303 of title 49, United States Code, $139,175,088, to be derived from the Highway Trust Fund (other than the Mass Transit Account) and to remain available until expended:
Provided , That none of the funds in this Act shall be available for the planning or execution of programs the total obligations for which, in fiscal year 2014, are in excess of $139,175,088, of which $133,801,093 shall be for programs authorized under 23 U.S.C. 403 , and of which $5,373,995 shall be for the National Driver Register authorized under chapter 303 of title 49, United States Code: Provided further , That within the $133,801,093 obligation limitation for operations and research, $20,000,000 shall remain available until September 30, 2015 and shall be in addition to the amount of any limitation imposed on obligations for future years:
Provided further, That $20,675,088 of the total obligation limitation for operations and research in fiscal year 2014 shall be applied toward unobligated balances of contract authority provided in prior Acts for carrying out the provisions of 23 U.S.C. 403 , and chapter 303 of title 49, United States Code. For payment of obligations incurred in carrying out provisions of 23 U.S.C. 402 and 405, section 2009 of Public Law 109–59 , as amended by Public Law 112–141 , and section 31101(a)(6) of Public Law 112–141 , to remain available until expended, $561,500,000, to be derived from the Highway Trust Fund (other than the Mass Transit Account):
Provided , That none of the funds in this Act shall be available for the planning or execution of programs the total obligations for which, in fiscal year 2014, are in excess of $561,500,000 for programs authorized under 23 U.S.C. 402 and 405, section 2009 of Public Law 109–59 , as amended by Public Law 112–141 , and section 31101(a)(6) of Public Law 112–141 , of which $235,000,000 shall be for Highway Safety Programs under 23 U.S.C. 402 ; $272,000,000 shall be for National Priority Safety Programs under 23 U.S.C. 405 ; $29,000,000 shall be for High Visibility Enforcement Program under section 2009 of Public Law 109–59 , as amended by Public Law 112–141 ; $25,500,000 shall be for Administrative Expenses under section 31101(a)(6) of Public Law 112–141 :
Provided further , That none of these funds shall be used for construction, rehabilitation, or remodeling costs, or for office furnishings and fixtures for State, local or private buildings or structures: Provided further , That not to exceed $500,000 of the funds made available for National Priority Safety Programs under 23 U.S.C. 405 for Impaired Driving Countermeasures (as described in subsection
(d)of that section) shall be available for technical assistance to the States: Provided further , That with respect to the Transfers provision under 23 U.S.C. 405(a)(1)(G) , any amounts remaining available to carry out any activities described in subsection
(b)through
(g)to increase the amount made available under section 402, shall include the obligational authority for such amounts: Provided further, That of the prior year unobligated balances of contract authority for Highway Traffic Safety Grants , $152,281,282 is rescinded.
