Of the unobligated balances available from prior year appropriations for the following accounts, the following amounts are hereby permanently rescinded: Under the heading Corps of Engineers-Civil—Department of the Army , $200,000,000, to be derived by the Secretary of the Army from funds made available for Construction, General , Flood Control, Mississippi River and Tributaries, Arkansas, Illinois, Kentucky, Louisiana, Mississippi, Missouri, and Tennessee , General Investigations , Construction , Investigations , and Mississippi River and Tributaries .
Department of Energy—Energy Programs—Energy Efficiency and Renewable Energy , $157,000,000. Department of Energy—Atomic Energy Defense Activities—National Nuclear Security Administration—Weapons Activities , $142,000,000. Department of Energy—Atomic Energy Defense Activities—National Nuclear Security Administration—Defense Nuclear Nonproliferation , $20,000,000. No amounts may be rescinded under this section from amounts that were designated by the Congress as an emergency requirement pursuant to a concurrent resolution on the budget or the Balanced Budget and Emergency Deficit Control Act of 1985.
