The Congress finds as follows: On March 9, 2009, President Barack Obama issued Executive Order 13505, entitled Removing Barriers to Responsible Scientific Research Involving Human Stem Cells . On July 7, 2009, the National Institutes of Health issued guidelines on human stem cell research. The scientific field of stem cell research is continually advancing.
