In addition to amounts otherwise appropriated to carry out title VIII of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 7701 et seq. ), there are authorized to be appropriated, and there are appropriated, out of any money in the Treasury not otherwise appropriated, to carry out such title VIII the following: $750,000,000 for fiscal year 2014. $750,000,000 for fiscal year 2015. $750,000,000 for fiscal year 2016.
