No provision of this title shall be construed to authorize any licensee to accept a bet or wager on any sporting event in violation of any applicable provision of Federal or State law. Nothing in this title shall be construed to repeal or amend any provision of Federal or State law prohibiting, restricting, or otherwise addressing bets or wagers on sporting events, including provisions of Federal and State law that permit participation in any fantasy or simulation sports games.
