The Secretary of Homeland Security shall submit to the Committees on Appropriations of the House of Representatives and the Senate, at the time that the President’s budget proposal for fiscal year 2015 is submitted pursuant to section 1105(a) of title 31, United States Code, a report detailing the fiscal policy that prescribes Coast Guard budgetary policies, procedures, and technical direction necessary to comply with subsection
(a)of section 557 of division D of Public Law 113–6 (as required to be developed under subsection
(b)of such section).
