None of the funds made available by this Act, including the funds made available for Construction, Major Projects , may be used to increase the funding for any major medical facility project (as defined in subsection (a)(3)(A) of section 8104 of title 38, United States Code), which is under construction as of the date of the enactment of this Act, above the amount specified in the prospectus described in subsection
(b)of such section 8104 and the detailed estimate of cost described in paragraph
(1)of such subsection.
