For an additional amount for “Military Construction, Navy and Marine Corps”, $75,000,000, to remain available until September 30, 2018: , That notwithstanding any other provision of law, such funds may be obligated and expended to carry out planning and design and construction of projects that:
(1)are of critical importance to the Armed Forces;
(2)will be conducted within the 50 States; and
(3)were contained in the fiscal year 2014 portion of the future-years defense program submitted to Congress under Provided section 221 of title 10, United States Code, for fiscal years 2013 through 2017 and are also contained in the fiscal year 2015 portion of the future-years defense program submitted under such section for fiscal years 2014 through 2018: , That not later than 30 days after the date of enactment of this Act, the Secretary of Defense shall submit to the Committees on Appropriations of both Houses of Congress an expenditure plan for funds provided under this heading.
