Within 18 months after the date of enactment of this Act, the President shall designate at least 10 sites on Federal lands that are suitable for the siting of an oil refinery or natural gas refinery (or both). Within 24 months after the date of enactment of this Act, the President shall make each site designated under subsection
(a)available to the private sector for construction of an oil refinery or natural gas refinery (or both), as appropriate.
