Subsection
(m)of section 641 of the Energy Independence and Security Act of 2007 ( 42 U.S.C. 17231(m) ) is amended by adding at the end the following new sentence: Of amounts made available to carry out the programs established under subsections (i), (j), and (k), not more than 30 percent shall be awarded to the National Laboratories. .
