At a minimum, the new proposed integrated activity plan issued under section 23005(a)(1) shall— require the Department of the Interior to respond within 5 business days to a person who submits an application for a permit for development of oil and natural gas leases in the National Petroleum Reserve-Alaska acknowledging receipt of such application; and establish a timeline for the processing of each such application, that— specifies deadlines for decisions and actions on permit applications; and provide that the period for issuing each permit after submission of such an application shall not exceed 60 days without the concurrence of the applicant.
