Section 18(d) of the Outer Continental Shelf Lands Act (43 U.S.C.1344(d)) is amended— in paragraph (3), by striking After and inserting Except as provided in paragraph (4), after ; and by adding at the end the following: The Secretary may add to the areas included in an approved leasing program additional areas to be made available for leasing under the program, if all review and documents required under section 102 of the National Environmental Policy Act of 1969 ( 42 U.S.C. 4332 ) have been completed with respect to leasing of each such additional area within the 5-year period preceding such addition. .
