Sec. 913. Space acquisition strategy

The Under Secretary of Defense for Acquisition, Technology, and Logistics, in consultation with the Chief Information Officer of the Department of Defense, shall establish a strategy to enable the multi-year procurement of commercial satellite services. The strategy required under subsection
(a)shall include and be based on— an analysis of financial or other benefits to acquiring satellite services through multi-year acquisition approaches; an analysis of the risks associated with such acquisition approaches; an identification of methods to address planning, programming, budgeting, and execution challenges to such approaches, including methods to address potential termination liability or cancellation costs generally associated with multi-year contracts; an identification of any changes needed in the requirements development and approval processes of the Department of Defense to facilitate effective and efficient implementation of such strategy, including an identification of any consolidation of requirements for such services across the Department that may achieve increased buying power and efficiency; and an identification of any necessary changes to policies, procedures, regulations, or statutes. Not later than 180 days after the date of the enactment of this Act, the Under Secretary of Defense for Acquisition, Technology, and Logistics, in consultation with the Chief Information Officer of the Department of Defense, shall submit to the congressional defense committees the strategy required under subsection (a), including the elements required under subsection (b).
