It is the sense of Congress that— section 739(b) of the National Defense Authorization Act for Fiscal Year 2013 ( Public Law 112–239 ; 126 Stat. 1822) requires the Secretary of Defense to submit a plan to Congress to improve the coordination and integration of the programs of the Department of Defense that address traumatic brain injury and the psychological health of members of the Armed Forces not later than 180 days after the date of the enactment of such Act; the requirement to submit the plan is still in effect and the contents of the plan are still important; and the Secretary of Defense should deliver the report within the required time frame.
