It is the sense of Congress that— the Secretary of Defense should develop a plan to ensure a sustainable flow of qualified counselors to meet the long-term needs of members of the Armed Forces and their families for counselors; and the plan should include the participation of accredited schools and universities, health care providers, professional counselors, family service or support centers, chaplains, and other appropriate resources of the Department of Defense.
