The Secretary of Defense may carry out collaborative programs to— respond to the escalating suicide rates and combat stress related arrest rates of members of the Armed Forces; train active duty members to recognize and respond to combat stress disorder, suicide risk, substance addiction, risk-taking behaviors, and family violence; and determine the effectiveness of the efforts of the Department of Defense in reducing suicide rates of members of the Armed Forces.
