Sec. 713. Limitation on availability of funds for integrated electronic health record program

Of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2014 for procurement or research, development, test, and evaluation for the Department of Defense for the integrated electronic health record program, not more than 75 percent may be obligated or expended until a period of 30 days has elapsed following the date on which the Secretary of Defense submits to the congressional defense committees a report detailing an analysis of alternatives for the plan of the Secretary to proceed with such program. The report under subsection
(a)shall include the following: A description of the key performance requirements for the integrated electronic health record program capability. An analysis of alternatives for how to acquire and implement an integrated electronic health record capability that meets such requirements. An assessment of the budgetary resources and timeline required for each of the evaluated alternatives. A recommendation by the Secretary with respect to the alternative preferred by the Secretary.
