Sec. 3146. Conveyance of land at the Hanford Site

Not later than 90 days after the date of the enactment of this Act, the Secretary of Energy shall convey, for consideration at the estimated fair market value or, in accordance with paragraph (2), below such value, to the Community Reuse Organization of the Hanford Site (in this section referred to as the Organization ) all right, title, and interest of the United States in and to the real property, including any improvements thereon, described in paragraph (3). The Secretary may convey real property pursuant to paragraph
(1)for consideration below the estimated fair market value of the real property, or without consideration, only if the Organization— agrees that the net proceeds from any sale or lease of the real property (or any portion thereof) received by the Organization during at least the seven-year period beginning on the date of such conveyance will be used to support the economic redevelopment of, or related to, the Hanford Site; and executes the agreement for such conveyance and accepts control of the real property within a reasonable time. The real property described in this paragraph is the real property consisting of two parcels of land of approximately 1,341 acres and 300 acres, respectively, of the Hanford Reservation, as requested by the Community Reuse Organization for the Hanford Site on May 31, 2011, and October 13, 2011, and as depicted within the proposed boundaries on the map titled Attachment 2—Revised Map included in the letter sent by the Community Reuse Organization for the Hanford Site to the Department of Energy on October 13, 2011. The Secretary shall actively solicit, and provide priority consideration to, the views of the cities and counties adjacent to the Hanford Site with respect to the development and execution of the Hanford Comprehensive Land Use Plan.
