None of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2014 for the Department of the Army may be used to modify the force structure or basing strategy of the Army until the Secretary of the Army— submits to Congress the report on force structure required by section 1066 of the National Defense Authorization Act for Fiscal Year 2013 ( Public Law 112–239 ; 126 Stat. 1943); and provides to the congressional defense committees a briefing on the most recent force mix analysis conducted by the Secretary, including— the assumptions and scenarios used to determine the type and mix of Brigade Combat Teams; the rationale for the recommended force mix; and the risks involved with the recommended force mix.
