Not later than 90 days after the date of the enactment of this Act, the Secretary of Defense shall— designate a senior official of the Department of Defense as the official with principal responsibility for coordination and management of the transfer of individuals detained at United States Naval Station, Guantanamo Bay, Cuba; and set forth the responsibilities of that senior official with respect to such transfers.
