Not later than 180 days after the date of enactment of this Act, the Secretary shall promulgate such regulations as may be necessary to carry out the Initiative, including regulations— for the conduct of a performance evaluation at the end of the initial 5-year period; to terminate the contract for cause; and to extend the contract for an additional 5-year period.
