The Secretary of Agriculture shall develop and carry out a program to make grants to entities that operate farmers markets in urban areas for the purchase of equipment and to finance the installation of equipment necessary to operate EBT systems at farmers markets. There is authorized to be appropriated to carry out this section $10,000,000 for each of the fiscal years in the 8-year period beginning on the October 1 of the first fiscal year that begins after the date of the enactment of this Act.
