In this Act: The term designated national forest means a national forest designated by the Secretary under section 4(b). The term emergency circumstances has the meaning given the term in section 1506.11 of title 40, Code of Federal Regulations (or a successor regulation). The term Secretary means the Secretary of Agriculture.
