Section 3 of the Congressional Budget and Impoundment Control Act of 1974 is amended by adding at the end the following new paragraphs: The term direct spending has the meaning given to such term in section 250(c)(8) of the Balanced Budget and Emergency Deficit Control Act of 1985. The term biennium means the period of 2 consecutive fiscal years beginning on October 1 of any odd-numbered year. .
