Section 311(d)(2) of the Federal Water Pollution Control Act ( 33 U.S.C. 1321(d)(2) ) is amended by adding at the end the following: Water quality monitoring by the Administrator of waters affected by discharges of oil or other hazardous substances that begins not later than 48 hours after such a discharge is reported. .
