No foreign assistance may be made available to provide any financial incentive to a business enterprise located in the United States for the purpose of inducing such enterprise to relocate outside the United States, if such incentive or inducement is likely to reduce the number of employees of such business enterprise in the United States because United States production is being replaced by such enterprise outside the United States. No foreign assistance may be made available for any program, project, or activity that contributes to the violation of internationally recognized worker rights (as such term is defined in section 507(4) of the Trade Act of 1974 ( 19 U.S.C. 2467(4) )) of workers in a partner country, including any designated zone or area in the country.
