No funds made available to carry out this Act may be made available to support or justify the use of torture or cruel, inhuman, or degrading treatment or punishment by any official or contract employee of the United States Government. The Secretary shall submit to the appropriate congressional committees a report of any credible information that an official or contract employee of the United States Government has engaged in a violation of subsection (a).
