The President shall ensure that the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate are notified to the same degree and with the same conditions as the Committees on Appropriations are notified by the executive branch regarding any matter relating to foreign assistance. The requirements of this section are in addition to, and not in lieu of, other congressional notification requirements.
