Unless otherwise specifically provided by law, all information contained in any report required to be provided to Congress under this Act shall be in unclassified form and shall be made available to the public. If the President determines that publication of a specific item of information in any such report would be detrimental to the security of the United States, such item of information may be provided to Congress in a supplemental report in classified form along with an explanation of why publication of such specific item would be detrimental to the security of the United States.
