The Secretary shall ensure that there are the necessary staff and resources to carry out this subtitle. The Secretary should ensure that there is at least 1 licensing officer for every 1,250 applications for licenses and other authorizations to export items on the United States Munitions List or successor list. The Secretary shall ensure that the Directorate of Defense Trade Controls has, to the extent practicable, not less than three individuals assigned to review applications for commodity jurisdiction determinations.
