Except as otherwise specifically provided in regulations issued under section 4301, defense articles, defense services, and design and construction services designated by the President under section 4301 may only be licensed for export or import in accordance with this title and regulations issued under this title. No license may be required for exports or imports made by or for a Federal agency— for official use by personnel of a Federal agency; or for carrying out any foreign assistance or sales program authorized by law and subject to the control of the President by other means.
