Any contract entered into between the United States and a foreign country under the authority of section 4311 or section 4312 shall be prepared in a manner that will permit the contract to be made available for public inspection to the fullest extent possible consistent with the national security of the United States. Such information shall be posted on the Internet website of the Department of State in a timely fashion.
