In this chapter— the term adequate housing means housing that meets international humanitarian standards and includes— legal security of tenure; availability of services, materials, facilities, and infrastructure; affordability; habitability; accessibility; location; and cultural adequacy; and the term living conditions means the adequacy of water, sanitation, and housing for human habitation.
