Unexpended balances of funds made available pursuant to the Foreign Assistance Act of 1961 (as in effect on the day before the date of the enactment of this Act) are authorized to remain available for the general purposes for which appropriated and may be consolidated with appropriations made available for the same general purposes under the authority of this Act.
